There is frustration about the limited resources available to notaries for fraud prevention. A simple hurdle against bankruptcy fraud is that civil-law notaries can inquire with the Tax Authorities in advance or that granting a VAT number to a company encounters objections. “Now we are told afterwards that the tax authorities knew someone from previous frauds”.
