- Project Initiation and Goals: In September 2023, DG TAXUD launched the FPG 042 project group under the Fiscalis Programme to develop a Solution Architecture Template (SAT) for B2B intra-community e-invoicing reporting, aimed at assisting EU national tax administrations in complying with the new VAT in the Digital Age (ViDA) legislation.
- Key Components of the SAT: The SAT models incorporate applicable legislation, functional and technical specifications from FPG 042 participants, and frameworks such as the European Interoperability Framework (EIF) and the eGovERA© Tax Reference Architecture, ensuring comprehensive support for e-invoicing requirements.
- Collaboration and Development: The European Commission and FPG 042 collaboratively identified functional requirements and co-created analysis and solution design models, which minimize the additional work needed for Member States in their implementation efforts.
- Digital Capabilities Achieved: The initiative enables national tax administrations to report B2B intra-community e-invoice data accurately to the central VAT Information Exchange System (VIES) while ensuring secure data access and privacy in the exchange of this information.
- Future Implementation Requirements: Following the project, Member States are responsible for finalizing their solution designs, implementing the necessary systems, and testing them using European Commission tools. The project also emphasizes knowledge sharing across countries to facilitate the adoption of digital public services related to VAT compliance.
