Portugal Extends Recognition of PDF Invoices as “Electronic” Until End of 2025

  • Extension of PDF Invoices Validity:
    • The recognition of PDF invoices as “electronic invoices” has been extended through December 31, 2025. These invoices must include a QR code generated by certified invoicing software to remain compliant for transactions with public administrations.
  • B2G E-Invoicing Mandate for SMEs Delayed:
    • The B2G e-Invoicing mandate for SMEs, originally scheduled for January 1, 2021, is now set to take effect on December 31, 2025. This delay gives SMEs additional time to transition to structured e-Invoicing formats based on CIUS-PT, aligned with EN 16931 standards.
  • Implications and Preparations for SMEs:
    • SMEs can continue using PDF invoices through 2025 but must ensure QR code compliance. The extension provides an additional year to adopt certified invoicing solutions, familiarize with CIUS-PT standards, and explore the FE-AP platform for streamlined public sector invoicing.
