Portugal Delays QES and SAF-T Mandates: What Businesses Need to Know

  • Extended Deadlines for QES and SAF-T:
    • Portugal’s 2025 Budget proposes new deadlines for the Qualified Electronic Signature (QES) and SAF-T accounting submission, providing businesses additional time to comply with these regulatory mandates.
  • Qualified Electronic Signature (QES):
    • The new proposed deadline for QES implementation is January 1, 2026. Businesses can continue using PDF invoices without QES until the end of 2025, acknowledging the technical and financial challenges in adopting QES.
  • SAF-T Accounting Submission:
    • The mandatory submission of the SAF-T, initially planned for 2026, is now proposed for 2027, giving companies more time to ensure their accounting systems are compliant for the 2026 fiscal year.
