Electronic Invoicing Becomes Mandatory in Belgium starting January 2026

  • Legislation and Effective Date: The Belgian Parliament has approved the Electronic Invoicing law, which will require all businesses to use structured electronic invoices starting January 1, 2026. This excludes the B2C sector.
  • Mandatory Use of Peppol Network: The law mandates that electronic invoices must be sent and received through the Peppol network using the Peppol-BIS standard. Paper invoices and unstructured formats like PDFs will not be permitted.
  • EU Exception Awaited: Belgium is awaiting an exception from the EU to make B2B electronic invoicing mandatory. The approval of this exception is crucial for the law’s implementation.
  • Approved Solution Providers: EDICOM has been included in the Belgian Ministry of Finance’s list of approved software solution providers. As a Peppol Access Point, EDICOM can facilitate the sending, receiving, and processing of e-invoices according to Belgian standards.
  • Future e-Reporting Plans: Belgium plans to implement an e-Reporting system in a second phase, aligning with the EU’s VAT in Digital Age (ViDA) project. This system will use a decentralized Continuous Transaction Controls (CTC) and Exchange model to ensure interoperability of information exchange within the EU.
