Malaysia’s e-invoicing mandate second phase begins January 2025

  • IRBM’s second phase of mandatory e-invoicing starts 1 January 2025 for companies with turnovers between RM 25 million and RM 100 million.
  • E-invoices must be submitted in UBL2.1 XML or JSON formats, covering various invoice types.
  • Taxpayers can submit e-invoices via the MyInvois Portal or MyInvois System (API), with larger enterprises encouraged to use the API.
  • A 6-month grace period applies from 1 January 2025 to 30 June 2025.
  • Penalties for non-compliance begin 1 January 2025, with Pagero facilitating compliance as a Peppol-accredited provider.
