Slovenia Takes a Step Towards Mandatory E-invoicing

The Slovenian tax authority has released a draft Proposal for the mandatory exchange of electronic invoices and other electronic documents. The Proposal requires the issuance, exchange, and reporting of e-invoices for B2B transactions, as well as mandatory reporting for cross-border invoices. Taxpayers must report both the invoices they issue and those they receive. The proposed go-live date for mandatory e-invoicing is January 1, 2026. E-invoices can be issued in three different formats: the e-SLOG standard, the EU standard, and other internationally recognized formats agreed upon by both parties. Regardless of the format used for issuance, e-invoices must be reported in e-SLOG format within 8 days of issuance or receipt. The rules also impact accounts payable processes, as invoices received must be reported. The Proposal also regulates service providers who can issue and report e-invoices on behalf of taxpayers.
