Ethiopia’s Ministry of Finance has issued Directive No. 1006/2024 amending the country’s VAT exemptions. Most goods and services previously exempted will now be subject to VAT, with some exceptions. The directive also specifies a list of goods that remain exempt, including cereals, pulses, agricultural inputs, cooked foods/drinks, capital goods provided by capital lease agreement, and certain health-related items. The directive also clarifies that goods and services exempted by Ministry decisions under international agreements to which Ethiopia is a party will remain exempt.
