E-Invoicing in Finland

Finland was an early adopter of Peppol, implementing a B2G e-invoicing mandate in 2019 for central public administrations and extending it to all B2G transactions in 2020. Since 2021, all B2G and B2B e-invoices must comply with the European Norm (EN) 16931. There are various format options available, such as Finvoice 3.0, TEAPPSXML 3.0, and Peppol BIS 3.0. There is no requirement for a specific e-invoicing platform or transmission method. Invoices must be archived for 6 years from the end of the accounting year. Additionally, as of 2021, businesses with an annual turnover of more than 10,000 € may require their suppliers to send electronic invoices, which must also be EN-16931 compliant.
