Estonia’s government has approved changes to e-invoicing regulations, allowing for mandatory e-invoicing starting in January 2025. Taxpayers registered as e-invoicing recipients in the Estonian e-business register will have the option to use a machine-readable format, with the default being the EU EN16931 e-invoice standard. These changes are pending review and approval by Parliament. If enacted, resident B2B customers would be able to request e-invoices from their suppliers, potentially aligning with the EU’s structured e-invoice format. The Estonian Information Technology and Telecommunication Union recommends transitioning to the EN 16931 format for B2B transactions. The Accounting Act in Estonia governs accounting operations for all registered business entities, and since March 2017, e-invoicing has been mandatory for B2G transactions, using various standards. Instead of a centralized government platform, parties can directly exchange e-invoices or use commercial intermediaries, with many using the Peppol network.
