Extension of “Zero” VAT on Food approved by Minister of Finance

  • Minister of Finance Andrzej Kosztowniak signed a regulation extending the application of reduced VAT rates for certain goods and services, including maintaining a “zero” VAT rate on basic food products from January 1, 2024.
  • Since February 1, 2022, Poland has implemented a reduced 0% VAT rate on food, which was previously subject to a 5% tax rate.
  • The temporary maintenance of the reduced VAT rate for basic food products costs approximately 2.7 billion PLN for the budget.
  • The 0% VAT rate will apply to food products listed in Annex No. 10 to the VAT Act, which were previously subject to a 5% rate before February 1, 2022, and then reduced to 0% as part of the anti-inflation shield from February 1, 2022, to December 31, 2023.
  • The zero VAT rate will continue to apply to basic food products such as fruits, vegetables, meat, dairy, and grain products.
  • Maintaining the temporary reduction of the VAT rate to 0% on basic food products (until the end of the first quarter of 2024) will reduce VAT revenues by approximately 2,745 million PLN.
  • The regulation of the Minister of Finance from December 9, 2023, regarding reduced tax rates for goods and services, was announced in the Official Journal of Laws and will come into effect on January 1, 2024.
