- The government is to introduce legislation to increase the plastic packaging tax (PPT) and will launch a fund to alleviate the cost of landfill tax on local authorities.
- The Autumn Statement also confirmed an increase in the rise of the aggregates levy for the first time since 2009, rising from £2 to £2.08 per tonne in April 2025, as promised in the Spring Budget.
- Scotland announced legislation for its own aggregates tax last week, with the rate to be set later through secondary legislation.
- The statement also said that the government will legislate in the Autumn Finance Bill 2023 to increase PPT in line with the consumer price index in April 2024 – from £210.82 to £217.85 per tonne from next April.

As announced at Autumn Statement 2023, the government will introduce legislation in the Autumn Finance Bill 2023 to increase the rate of Plastic Packaging Tax in line with the Consumer Price Index (CPI). The change will take effect from 1 April 2024. The rate is set out in Annex A.
