VAT Law Amendments: Record Obligations, Exemptions, and New Provider Rules of Payment Service Providers

  • Amendments will be made to the Value Added Tax Law regarding the obligation of payment service providers to keep records and provide information on payees and cross-border payments to prevent tax evasion.
  • The law will also exempt suppliers and service providers from VAT if the total value of delivered goods and services without tax does not exceed 10,000 euros in the previous or current calendar year, and if they conduct distance sales of goods in the EU and provide electronic communication, broadcasting, or electronically provided services.
  • Taxpayers of other EU member states providing electronic communication, broadcasting, or electronically provided services to non-taxable persons must register with the State Revenue Service’s register of VAT payers if their services have reached or exceeded 10,000 euros in the current calendar year. A new chapter on the obligations of payment service providers will be added to the law.
