Global Tax Policy and Controversy Watch | November 2023 edition

The November 2023 edition of EY’s Global Tax Policy and Controversy Watch highlights the launch of the updated EY Green Tax Tracker, which provides an overview of sustainability incentives, carbon pricing regimes, and other environmental taxes in 65 jurisdictions worldwide.

The Organisation for Economic Co-operation and Development (OECD) has also released a Multilateral Instrument to implement the Subject to Tax Rule, a Multilateral Convention to implement Pillar One Amount A, and outcomes of the sixth peer review on BEPS Action 13 on country-by-country reporting. Additionally, the EU has adopted a Directive introducing tax transparency rules for crypto assets (DAC8), and the EU Finance Ministers have revised the list of non-cooperative jurisdictions for tax purposes.

The text also notes that free trade agreements can provide opportunities for global businesses but may increase controversy risk.
