The Property Chamber of the First-tier Tribunal has considered the VAT on service charges at two developments. The landlords in this case engaged a managing agent who employed staff to manage the developments. The employment of staff by the agent and not the landlords created a VAT cost which the landlords could not recover, and therefore they passed it on to the owners as part of the service charges.
