On 17 May 2023, the Commission put forward proposals for the most ambitious and comprehensive reform of the EU Customs Union since its establishment in 1968.
The EU is proposing a reform of its customs procedures to address the challenges posed by increasing trade volumes, a growing number of standards to be checked at the border, and shifting geopolitical realities. The proposed measures aim to simplify customs processes for businesses, particularly for trusted traders, by embracing digital transformation and using data-driven approaches to import supervision. A new EU Customs Authority will oversee an EU Customs Data Hub to replace existing customs IT infrastructure in member states, saving up to €2 billion in operating costs. The new framework will contribute to a safer and more competitive single market, simplify customs reporting requirements, and reduce burdens on traders by 25%.
