We help those fleeing the war and those in need in Ukraine

  • At the request of the National Revenue Administration (KAS), the European Commission (EC) issued a decision on April 17, 2023 to exempt from duty and VAT goods intended for distribution or free access to people fleeing the war and arriving in the European Union (EU) and people affected war in Ukraine.
  • Exemptions based on the new EC decision apply to goods imported from non-EU countries and apply from January 1 to December 31, 2023.

In connection with the ongoing aggression of Russia against Ukraine and Poland’s commitment to providing comprehensive assistance, Poland opted for maintaining in 2023 the regulations on exemptions from customs duties and VAT on imported goods in order to provide assistance to Ukraine.

The decision of the European Commission enables the exemption from import duties and VAT in 10 EU Member States, including Poland, of goods imported for distribution or free access to refugees from Ukraine.

Governmental and other public bodies and authorized non-profit organizations that import goods for humanitarian aid from third countries (outside the EU) and donate them to people in need from Ukraine, or transfer them to Ukrainian state organizations or Ukrainian humanitarian organizations approved by the Ukrainian authorities people in need in Ukraine will continue to be exempt from paying customs duties and VAT.
