Can eligible refund of GST paid on transaction be denied where procedure as per circular is not followed?

The Bombay High Court bench of Justice R.D.Dhanuka and Justice S.M.Modak has held that refund of GST paid cannot be denied on transactions where procedure as per circular is not applicable.
