5% preferential VAT rate under consideration by the Estonian Parliament

• Reducing the preferential VAT rate to 5% tax rate from 9%. 
• Widening the scope of goods subject to preferential tax rates. The bill would add fuel, which is subject to excise taxes, to the list.
