GFV 147 – Minutes 48th GFV meeting March 28, 2025
- Meeting Overview: The 48th meeting of the Group on the Future of VAT (GFV) took place on March 28, 2025, in Brussels. The agenda was approved without contest.
- VEG Report on VAT after ViDA: The VAT Expert Group presented a report focusing on modernizing the EU VAT system post-ViDA, emphasizing simplification, digital adaptation, and sustainability. Key principles include broadening the tax base and removing exemptions.
- Study on VAT Challenges: A study was presented to identify weaknesses in the current VAT system, focusing on simplification, digitalization, and environmental alignment.
- ViDA Implementation: Updates were provided on Digital Reporting Requirements and electronic invoicing. A workshop in Vienna is planned to discuss these topics further. (This workshop took place April 8-10, 2025)
- Platform Economy and Single VAT Registration: Discussions included the facilitation fee, platform transactions, and the implementation of Single VAT Registration.
- IOSS Project Group: Efforts are underway to secure IOSS number verification to prevent tax evasion, with pilot testing scheduled from Q3 2025 to Q3 2026.
- SME Scheme Update: Some Member States face delays in implementing new SME rules, with ongoing efforts to integrate SME data into the Taxes in Europe database.
- Next Steps: Comments on the Platform Economy element of ViDA are due by April 30, 2025. The next meeting is tentatively scheduled for June 24, 2025.
