Angola’s New e-Invoicing Law: Key Phases, Requirements, and Compliance Strategies

  • Overview of Angola’s E-Invoicing Legislation: Angola’s Ministry of Finance is set to implement mandatory e-invoicing legislation requiring the use of certified software to enhance transparency and enable real-time reporting to the General Tax Administration (AGT), with invoice data to be transmitted in real-time.
  • Phased Implementation Plan: The e-invoicing law will roll out in three phases: Phase 1 mandates electronic invoicing for transactions exceeding Kz 25 million (approximately EUR 25,000) within six months; Phase 2 targets large taxpayers and government suppliers within the first 12 months; and Phase 3 expands compliance to all VAT taxpayers after the first year.
  • Compliance Requirements and Preparation: Businesses must ensure they use certified software to generate standardized billing files (SAF-T) and are advised to assess their current invoicing systems, partner with certified providers, and train staff to adhere to the new requirements, with penalties for non-compliance expected after the law is enacted.

Angola prepares for e-invoicing introduction

  • Introduction of E-Invoicing in Angola: Angola is set to implement electronic invoicing for resident companies and a prize invoice scheme for individual taxpayers, as announced in Presidential Decree No. 71/25, which establishes the legal framework for tax invoices effective six months after publication.
  • Compliance Requirements: Taxpayers must use AGT-validated software for issuing electronic invoices, which require real-time data transmission to the General Tax Administration (AGT). The system will mandate that all transactions exceeding 25 million KZ (approximately 25,000 EUR) be documented as e-invoices starting in September 2025.
  • Roll-Out Timeline and Penalties: E-invoicing will become mandatory for B2G and large B2B transactions within the first year after the technical specifications decree, with full adoption required for all taxpayers by the end of the second year. Non-compliance will incur penalties, while a prize system will encourage reporting of invoices to combat tax evasion.
