Philippines introduces Pre-border Technical Verification and Cross-border E-invoicing

  • Issuance of Customs Administrative Order 001-2025: On February 10, 2025, the Philippine Bureau of Customs introduced CAO 001-2025, providing guidelines for implementing the Pre-border Technical Verification (PTV) and Cross-border E-Invoicing (CEI) systems, aimed at streamlining import processes.
  • Cross-border E-Invoicing (CEI) System: The CEI mandates electronic invoicing for all goods imported by sea or air, requiring foreign exporters to register annually and obtain a digital certificate for signing invoices. The rollout will occur in three stages, starting with mandatory registration within 30 days of the order’s publication and expanding to include all imports within 90 days.
  • Pre-border Technical Verification (PTV): The PTV ensures compliance with regulatory requirements before goods reach the Philippines, requiring foreign exporters to work with accredited testing and certification companies. Implementation will occur in phases based on product categories, with agricultural goods starting 30 days after the order, and non-agricultural goods following within 60 to 90 days. Non-compliance may result in penalties, including fines and slower customs processing.
