UAE Ministry of Finance releases consultation document on eInvoicing – Detailed overview

  • Release of Consultation Document: The UAE Ministry of Finance has published a 168-page consultation document outlining the proposed implementation of eInvoicing in the UAE, detailing mandatory fields, a framework for eInvoicing, and the anticipated Data Dictionary. Stakeholders are invited to provide feedback by 27 February 2025.
  • eInvoicing Implementation Timeline: eInvoicing is set to be implemented in the UAE starting June 2026, as part of the country’s broader digital transformation and tax compliance initiatives. The Consultation Document aims to collect insights from various stakeholders to refine the eInvoicing framework and identify necessary data fields.
  • Consultation Framework and Use Cases: The document includes an overview of the expected data requirements for eInvoices, highlighting 50 mandatory fields for tax invoices and 49 for commercial invoices in XML format. It also presents 16 use cases for generating tax invoices and tax credit notes, emphasizing the need for compliance across all businesses operating in the UAE, regardless of VAT registration status.
