Finance Proposes e-VAT Sanction Extension, e-Invoice CNP Changes, and New Invoice Guide by 2025

  • Extended Deadline for Sanctions: The Ministry of Finance will propose extending the deadline for applying sanctions on pre-completed e-VAT statements to June 30, 2025.
  • Optional CNP Transmission: The Ministry of Finance will propose legislative changes to make the transmission of the Personal Numerical Code (CNP) strictly optional for commercial transactions between companies and consumers (B2C). This aims to facilitate compliance with the obligation to use e-invoices in the B2C regime.
  • Publication of a Guide: The Ministry of Finance will publish a comprehensive guide detailing the types of invoices used in the national electronic invoicing system, RO e-Factura. This guide will also include information on VAT codes and rules applicable to electronic invoices to prevent errors during invoice submission.
  • Addressing Feedback and Errors: The Ministry presented the situation of pre-completed statements sent for September and discussed the main errors identified from taxpayer feedback for the August statements. This indicates ongoing efforts to refine the e-Invoice system based on user feedback.
  • Improvement Measures: The discussions also covered new improvements made to the e-Invoice system as a response to requests from companies, indicating continuous enhancements and updates to the system.
  • Future Collaboration: The Ministry plans to have further meetings with accounting software developers to develop technical solutions that meet their needs, ensuring smoother integration and compliance with the e-Invoice system.
