France reveals a significantly scaled-back scope for its B2B central platform

  • PPF’s New Role: The French tax authority (DGFiP) has reduced the Public Portal for Invoicing (PPF) to managing a central directory and collecting tax data, while Partner Dematerialization Platforms (PDPs) will handle all invoice processing for companies across France.
  • Revised E-Invoicing Mandate Timeline: The e-invoicing mandate deadlines have been extended, requiring medium and large companies to send e-invoices by September 1, 2026, and all companies to send and receive e-invoices by September 1, 2027.
  • Mandatory PDP Selection: Companies must now select a PDP for invoice processing, moving away from the previously available free option of the PPF, which may introduce additional costs for businesses.
  • Impact on Small Businesses: The change is expected to disproportionately affect small businesses and self-employed individuals, who may lose the ability to manage invoicing manually and without cost, unless affordable services are offered by PDPs or other operators.
  • Disruption for Dematerialization Operators: The reduced scope of the PPF could disrupt the business strategies of Dematerialization Operators (ODs) that planned to connect to the PPF, as they now need to adapt to the requirement of partnering with a paid PDP.
