France: Important Updates on the French e-Invoice Mandate

  • DGFIP Announcement: On October 15, 2024, the French Tax Administration (DGFIP) announced significant changes to the Public Portal for e-invoicing, discontinuing its role as a free exchange platform.
  • New Focus of PPF: The Public Portal will now serve solely as a recipient directory and data concentrator, ending its previous function as a no-cost Partner Dematerialization Platform (PDP) for invoice exchanges.
  • Impact on Businesses: Companies previously relying on the PPF for e-invoicing will need to engage certified private PDPs, increasing the pressure on businesses to ensure compliance with the new requirements.
  • Mandate Timelines Remain: The timelines for the upcoming e-invoicing mandate are unchanged, with mandatory inbound e-invoicing for all companies by September 2026 and outbound e-invoicing for large and mid-sized businesses.
  • Future Compliance Requirements: By September 2027, all companies will be required to implement mandatory outbound e-invoicing and e-reporting, emphasizing the urgency for businesses to adapt to the new e-invoicing landscape.
