Sweden 2024 eInvoicing Country Sheet

The responsible agency for digital government (Digg) and the Tax Agency (Skatteverket) oversee the implementation of the law on eInvoicing in the public sector, which became effective on 1 April 2019.

All contracting entities in the public sector must be registered in Peppol by 1 December 2019.

The Directive 2014/55/EU has been transposed, and the extra year for compliance of non-central entities was not used.

The mandate applies to receiving and processing for all public sector contracting authorities, and submitting for suppliers to the public sector.

The use of the Svefaktura version 1 format is not recommended as of 1 April 2021.

There is no central platform, and service providers offer services to both the public sector and private suppliers.

Peppol BIS Billing 3.0 is the preferred standard, and the use of CIUS and Extensions is required.

The laws mandating eInvoicing for public entities in Sweden include the Ordinance for accounting, the Ordinance for electronic information exchange, and the Act on electronic invoicing in public procurement which implemented the EU eInvoicing directive into national law.
