Belgium – Guidance Released for B2B E-Invoicing Mandate Effective from 1 January 2026

On July 11, 2024, the Belgian Federal Public Service Finance has published its guidance in preparation for the implementation of the B2B e-invoicing mandate, which will be enforced from 1 January 2026. The guidance offers valuable information on various important aspects, addressing key questions related to the upcoming mandate.

  • Starting from January 1, 2026, all Belgian VAT-liable companies must use structured electronic invoices between each other
  • Sending PDF invoices via email or platform will no longer be sufficient
  • This obligation applies to companies with an active VAT number
  • For invoices to private customers, this obligation does not apply, but the company must be able to receive structured electronic invoices from suppliers
  • Electronic invoices will be sent through a decentralized network called Peppol
  • Software that works through the Peppol network is required
  • A list of compliant software solutions will be available on the website in collaboration with AGORIA
  • Support measures include increased investment deduction for digital investments and increased cost deduction for small SMEs and self-employed individuals using subscription models
  • Software providers can contact a certified service provider to connect their software to the Peppol network.
