The VAT One-Stop Shop (OSS) Guide for Online Sellers

The VAT One-Stop Shop (OSS) is an optional VAT scheme introduced on July 1, 2021, to simplify VAT obligations for businesses engaged in cross-border eCommerce within the EU. It allows EU and non-EU sellers to register for VAT in just one Member State and use that registration to declare and pay VAT on all cross-border sales within the EU through a single quarterly return. The system consists of three schemes: Union OSS Scheme, Non-Union OSS Scheme, and Import One-Stop Shop (IOSS). The Union and Non-Union OSS schemes are most relevant to online sellers operating within the EU. Eligible businesses include EU-established businesses, non-EU businesses with at least one fixed establishment in the EU, and online marketplaces facilitating certain sales. The benefits of using the VAT OSS include simplified VAT registration, a single quarterly VAT return covering all EU sales, and centralized VAT payment.
