- The Ministry of the Economy is responsible for the legislation related to procurement by contracting entities in the field of water management, energy, transport, or postal services.
- The legislation includes amendments to laws on public procurement, concessions, and the transposition of Directive 2014/55/EU.
- The use of the extra year for compliance of non-central entities is allowed until April 18, 2020.
- The mandatory use of electronic invoicing applies to central, regional, and local authorities and entities, as well as economic operators and suppliers of public bodies.
- The European standard on eInvoicing (UBL v2.1) is fully implemented, and the country has a centralized electronic invoicing system called eSaskaita, which is connected to the European PEPPOL platform.
- The platform will be replaced by SABIS from July 1, 2024.
- The use of CIUS and Extensions, specifically Peppol BIS Billing 3.0, is also mandated.
