- The amended Public Procurement Act (PPA) in Bulgaria mandates the use of eInvoicing and the European standard since 18 October 2018.
- The Public Procurement Agency has created a portal for compliance guidance.
- As of 1 November 2019, all contracting authorities are required to accept and process eInvoicing to comply with the European standard on electronic invoicing.
- On 1 July 2020, provisions for electronic communication in tender evaluation, contract conclusion, ordering, invoicing, and payment came into force.
- The LASPPA ensures compliance with the eInvoicing Directive and establishes the Central Automated Information System Electronic Public Procurement (CAIS EPP) as a national platform.
- The system was updated to a 2nd version on 2 May 2020 to improve communication between public and private bodies.
- CAIS EPP has three user types and is managed by the Public Procurement Agency.
- EInvoicing in Bulgaria is based on bilateral agreements between economic operators and public administrations.
