Romania’s RO e-Transport system will be mandatory for all domestic goods transport from January 1, 2024, covering both domestic and international transports. Non-compliance can result in fines between EUR 1,000 and EUR 20,000. Transporters must obtain and display a Unique Transport Identifier (UIT) code on their documents. Starting July 1, 2024, the system’s requirements will also apply to international transports involving heavy or high-value goods.

Spain will implement mandatory B2B electronic invoicing by 2025 under Royal Decree 1007/2023. The new system, called Computerized Billing System (SIF), aims to boost efficiency and transparency in business transactions. It will apply to businesses paying corporate tax, individuals under personal income tax, and non-residents with economic activities in Spain. The SIF system will ensure secure issuance, storage, and management of invoices in XML format for each transaction.
