ForReg available for individuals without a Belgian authentication method

  • Starting from the end of January 2024, individual taxpayers will no longer have access to Federal Public Service of Finance (FPS Finance) e-services without a valid authentication method. The Belgian government has introduced the foreign registration (ForReg) application, which allows taxpayers to apply without being physically present in Belgium.
  • The new procedure allows individuals without a Belgian authentication method to apply for access to FPS Finance services using ForReg. They can use the eIDAS authorization method if available for the required service or in their jurisdiction.
  • The ForReg application does not require physical presence in Belgium, unlike the previous requirement to register in person at a designated office. To start an application, individuals must create a BOSA account, sign up for the relevant application, and then proceed to ForReg for identification. A valid passport or identity card must be uploaded, and additional documents are required when applying on behalf of a company.
  • An FPS Finance staff member will verify the applicant’s identity during a video call, and once validated, access to the requested application is granted. Subsequent logins can be done using the BOSA account with a username and password.
  • Currently, ForReg can only be used for commercial diesel excise duty refund declarations (PDIE), with applications for Biztax and Intervat expected to follow soon.
