Finance wants to implement eInvoicing between companies from January 1, 2024, possibly with servers from STS, even if the dedicated IT system will not be purchased in time.
- The Ministry of Finance plans to extend the use of eInvoice, a system for issuing electronic invoices, to all invoices issued between companies (B2B) from January 1, 2024.
- The European Commission granted Romania the necessary derogation to extend eInvoice, which is seen as a measure to combat evasion.
- However, ANAF and the Ministry of Finance have a technical capacity problem to keep the system running under optimal conditions. The CNIF computer system will have to process tens of millions of invoices per day, requiring major additional resources. To ensure the necessary additional hardware capacity, servers could be taken from the Special Telecommunications Service (STS) until the dedicated hardware/software platform for eInvoicing is bought and implemented. The extension of eInvoice is a priority for the authorities, but they must take into account their own capacity to operate such a system under optimal conditions.
- Companies will have to implement their electronic invoicing process and adapt IT applications for processing and transmission.
- ANAF must issue an order with the companies that must use eInvoice.
