- The Council has adopted a legislative package requiring payment service providers to transmit information on cross-border payments and their beneficiaries to Member State administrations.
- This information will be centralized in a European database called CESOP and made available to anti-fraud experts via a network called Eurofisc.
- The objective is to detect possible VAT fraud carried out by sellers established in another Member State or non-EU country.
- The measure respects data protection rules and implementation will begin on January 1, 2024.
- The European Commission works with Member States’ tax administrations and payment service providers in an expert group to implement the proposal.
- The group helps create the electronic standard form for data transmission and identify technical measures for establishing and maintaining CESOP.
- The Commission has published a call for applications to renew the membership of the expert group.
