- The proposal aims to renew the Generalised Scheme of Preferences (GSP) for a further ten years, which provides trade preferences to developing countries through three arrangements: Standard GSP, GSP+, and EBA.
- The objectives are to maintain poverty eradication, support sustainable development and good governance, while improving the GSP’s efficiency and effectiveness.
- The proposed improvements include facilitating access to GSP+, adjusting product graduation thresholds, extending negative conditionality to environmental and good governance conventions, updating the list of international conventions, enhancing the preferences withdrawal process, and monitoring and implementing GSP+ commitments.
- The initiative is consistent with the Trade Policy Review and the establishment of the Chief Trade Enforcement Officer and the Single Entry Point.
