When
- April 2022: B2C e-invoicing mandatory via RO e-factura platform for companies operating in tourism and accepting “vacation vouchers”
- July 2022: B2G e-invoicing mandatory via RO e-factura platform
- July 2022: B2B e-invoicing mandatory for “High-Risk Fiscal Goods”
- July 2022: RO e-transport system mandatory for transport of “High-Risk Fiscal Goods”
What
- Scope of Mandate (Applicable Taxpayers):
- Romanian Companies
- Non-resident Companies with fixed establishment in Romania
- E-invoices must be exchanged via the RO e-factura central platform:
- API connectivity for large taxpayers
- Web platform for small taxpayers
How/Impact
- E-invoices must be issued in predefined CIUS_RO format – (UBL 2.1 or CIN) RO e-factura platform will apply identification number to invoices prior to
validation - Upon clearance and validation, Ministry of Finance e-signature is applied to every cleared invoice
- All fiscal documents must be stored for at least 10 years
