SNI – April TaxTech Updates

April saw significant developments in tax compliance around the world. Bolivia is transitioning to e-invoicing, with a new decision requiring listed taxpayers to start issuing electronic invoices from April 1, 2023.

  • Croatia has developed a financial project aimed at keeping e-archives, VAT records online, providing VAT integration, and paying with e-invoices, with completion expected in 2024.
  • Japan is the first country to use the PEPPOL format with a local variation known as PEPPOL BIS Billing JP, and qualified invoices will need to be retained for input tax credit from October 1, 2023.
  • China is expanding the scope of fully digitized e-Fapiao and has included selected taxpayers in different provinces in the pilot program, which is expected to be applied nationwide by 2025.
  • France has published a decree on the PDP registration process, requiring renewal every three years from May 1, 2023.
  • Malaysia has presented a timeline for phasing in e-invoicing, with voluntary implementation possible from January 2024 and mandatory implementation expected for all businesses from January 2027.
  • The Plastic Tax became effective in the UK from April 2022, with the tax rate for plastic packaging changing to £210.82 per ton from April 1, 2023.
  • Brazil is expanding the scope and implementation of e-invoicing, with mandatory implementation to be applied in stages starting from September 1, 2023, for small taxpayers.
  • Poland is expected to start mandatory e-invoicing implementation in 2024, while businesses can use the national e-Invoicing system voluntarily. A webinar on how e-invoice implementation will shape the agenda of businesses in Poland will be held on May 4.
