New law modifies aspects of 2022 legislation that had expanded Kentucky’s sales and use tax base to tax more services, such as excluding from taxable use prewritten computer software access services purchased for use outside Kentucky and transferred electronically outside Kentucky for use solely outside Kentucky and adding services provided via text messages within telemarketing services.
