Project Fiscalization 2.0 – Implementation of a system for cashless payment via eInvoice with integrated e-archive and advanced online bookkeeping in the VAT system
The Ministry of Finance, the Tax Administration is the holder of the project Fiscalization 2.0 – Implementation of a system for cashless payment via eInvoice with an integrated e-archive and advanced online bookkeeping in the VAT system (hereinafter: the Fiscalization 2.0 project) financed from grants from the National Recovery Plan program and resistance for the period 2021 to 2026 .
The Tax Administration continuously invests in the development of its information system using available funds from funds financed by the EU, in order to rationalize the use of the state budget. Information and communication technology represents the basis of modern business and is part of every modern organizational and business system. Its implementation in all segments of business cooperation between different stakeholders, regardless of whether it is cooperation between business entities with each other (English: Business to Business, i.e. B2B) or business cooperation with public bodies (English: Business to Government, i.e. B2G) ), represents the improvement or improvement and automation of the previous business processes.
According to the activity plan, the Fiscalization 2.0 project ends in December 2024, and its final product is an implemented system for cashless payment via eInvoice with an integrated e-archive and advanced online bookkeeping in the VAT system.
As part of the Fiscalization 2.0 project, it is planned
- establishment of a system for reporting non-cash accounts to the Tax Administration, namely accounts issued today by state administration bodies – fiscalization of accounts issued in the B2G (Business to Government) segment
- implementation of a cashless payment system via an electronic account (eAccount) in the B2B (Business to business) segment with an integrated e-archive and active, unique and advanced online bookkeeping in the VAT system
- the establishment of a free application for issuing eInvoices that will be made available to small taxpayers – for whom the costs of introduction would be disproportionate to the benefits they would receive from such a way of doing business
The goal of the Fiscalization 2.0 Project. is the establishment of a system for the fiscalization of invoices issued in the economy (B2B) with the implementation of a cashless payment system via e-Invoice with an integrated e-archive and active, unique and advanced online bookkeeping in the VAT system in order to ensure a whole range of benefits for all stakeholders and business entities:
- simplified tax returns
- reduction of the number of required forms (tax bookkeeping), accuracy of tax obligations and, to a considerable extent, their pre-fulfilment with data from the e-Racun platform
- transparent business and the possibility of insight into payment terms and compliance with payment terms
- insight into the current operations of an individual taxpayer
- current credit checks
- contribution to environmental protection by using a digital instead of a “paper” account archive
- reducing the number of copies of invoices and archiving them through Internet intermediaries
- the possibility of sending attachments to the account and relieving the burden of paperwork
- improving interoperability among actors involved in the billing process
- the ability to track and link accounts and prevent tax fraud related to VAT refunds
- business entities receive support for more efficient and competitive operations in the national and global context.
