From 13 February 2023, movements of excise goods already released for consumption between EU Member States will have to take place via the electronic system EMCS (Excise Movement and Control System), as is already the case for movements of excise goods under the duty suspension arrangement. This means that the paper version of the Simplified Guidance Document (VGD) will be replaced by the Electronic Simplified Administrative Document (e-VAD).
