The Belarus Ministry of Taxes and Duties has announced that a new fee (tax) on advertising placement will be introduced from 1 May 2022. The new fee is introduced by Presidential Decree No. 31 of 31 March 2022 “On the Development of Mass Media”. The fee is imposed on companies and individual entrepreneurs in Belarus on the cost of services actually rendered for advertising placement (distribution), exclusive of VAT, and is deductible for income tax purposes. The rates are 10% for outdoor advertising, including advertising on transport vehicles, and 20% for other types of advertising. The reporting period for the advertising fee is the calendar quarter, with returns due no later than the 20th day of the month following the reporting quarter and payment due by the 22nd day.
