Charging electric cars: Supply of services or supply of goods? Question raised to ECJ?

Is charging electric cars a supply of goods or provision of services under VAT regulations? The Supreme Administrative Court referred to the Court of Justice of the European Union with such a request for a preliminary ruling (decision of February 23, 2022, file reference number I FSK 1712/18).
