That VAT-free is not free of VAT can be repeated until we start discussing the negative effects of hidden VAT on society. So far, this has been invisible in the Swedish tax debate, however, the issue has come up in Italy. On February 14, I participated in an Italian seminar – The Health system & VAT neutrality , about the negative effects of hidden VAT on healthcare. The seminar was attended by several Italian experts, the European Commission’s former and current Head of Unit (DG Taxud VAT) and the Portuguese tax authority.
