Clarification on contacts with the European Commission on VAT rate reduction on various articles

• According to the VAT directive, the application of the 0% VAT rate on food is unacceptable and constitutes a breach of EU law. 
• Poland actively supports the project of reforming VAT rates in the EU, which would allow, under certain conditions, to apply the 0% VAT rate also to food. 
• Whenever we asked for a 0% VAT rate on various items, the Commission’s replies were negative.
