The European Commission revoked a Belgian origin ruling that exempted Thai-made Harley Davidson motorcycles from the EU’s 25% retaliatory tariff against certain U.S. goods, on the basis that the company moved its production to Thailand specifically to avoid the tariff: “[A]ny processing or working operation carried out in another country or territory shall be deemed not to be economically justified if it is established on the basis of the available facts that the purpose of that operation was to avoid the application of the measures”.
