ANAF is preparing to launch, at the beginning of next year, SAF-T (international standard audit file) in pilot for large taxpayers, and the tender for IT infrastructure has been scheduled for this fall, said Daniel Anghel, partner and leader of the department of tax and legal advice, PwC Romania.
“They have a working group preparing SAF-T and they want to launch the tender for the IT infrastructure this autumn, so that at the beginning of next year it will be functional. Pilot, for big taxpayers,” said Anghel. ANAF used the pilot phase to test and avoid complicated situations. Later it will be able to be implemented on a large scale. SAF-T is an international data exchange standard between companies and tax authorities electronically. Basically, it means that companies provide the Treasury with information, and it monitors and assesses whether or not controls are needed, including for tax refunds.
Why it is important: The introduction of SAF-T would greatly simplify the business relationship with ANAF, as ANAF could do some electronic checks, without having to send people in control to companies. As a result of these preliminary remote checks, ANAF could quickly clarify some unclears and thus restrict the number of companies to which they must go in control, thus eliminating some of the controls. Profit.ro wrote in June that ANAF will introduce, by the end of 2020, for all economic operators, SAF-T (international standard audit file). ANAF will use EU funds for this project, so that out of the total value of 84.7 million lei (about 18 million euros), 71.1 million lei (about 15 million euros) are EU reimbursable funds, and 13.57 million lei ( about 3 million euros) represents co-financing brought by ANAF.
ANAF President Mirela Călugăreanu announced earlier, but without details, that ANAF wants to implement “in the next period” SAF-T in the pilot system for large taxpayers. Regarding SAF-T, the head of ANAF only said that “in the next period, we want to implement in a pilot system for large taxpayers a standard tool for exchanging information between tax authorities and taxpayers. This working system is enshrined in the OECD level below called SAF-T, which means the standard audit file. “
