Ecofin reports to the European Council on tax issues

The Economic and Financial Affairs Council (ECOFIN) has endorsed a report on various tax issues that will be forwarded to the European Council on 17 December 2015. The report provides an overview of the state of play of Council work regarding some key legislative proposals. With regard to VAT, the following main topics were reported.

VAT treatment of vouchers
The Commission put forward a proposal in May 2012 to provide for common EU rules for the VAT treatment of vouchers. These changes are considered necessary to support businesses operating cross-border and to ensure that instances of double taxation or non-taxation do not occur.
